Yes, you can do a fresh install with the Win7 'upgrade' disk. Pretty easy. Google will show you.

It took me by surprise too, but you could use the upgrade disc to perform a clean install (if you Google something like 'vista clean install upgrade disc' I'm sure you'll find references)...
