A few more twists and turns in the adventures of this thing. I did get
it eventually and learned a few things about UPS in the process.

I called Lenovo on the Monday and said, "I got an email that the
shipping address doesn't match the billing address. I'm calling to
give you another card with a billing address that matches that
shipping address." (I decided that was safer than shipping to the
billing address, since I had visions of then getting an email saying
they don't take Canada-issued US$ cards).

First it turned out the order number on the rejection email was wrong,
though I had the original order confirmation too. The agent put me on
hold, came back a few minutes later and said "it's all taken care of".
What he had done was authorize shipping to the address I'd given, with
the card I'd given, with the non-matching billing address.

I was worried they would then reject me on the Canada-issue CC issue,
but it actually shipped the next day. A few days later I realized they
hadn't sent a confirmation email and called for the UPS tracking
number. It was then I discovered it was shipped with "signature
required"! If I had known that, I would have sent it elsewhere, where
there's always a signature.

No one was home that week and UPS made the standard 3 attempts to
deliver before giving up. Luckily UPS holds a package for 5 days after
that when signature was required (vs. immediately sending back when
signature not required). They also offer a service where the recipient
can redirect a package if they have the InfoNotice number from the
slip left at the door (for a fee, $4 plus an unspecified delivery
charge it leaving the local depot, I assume it's the shipping cost to
the new destination but don't know for sure).

When I finally got the InfoNotice numbers on the weekend, I discovered
that Lenovo had also disabled recipient redirection! They had also
disabled signing the InfoNotice and having it left by the door (UPS
said the shipper had required it be handed to an adult at the
destination address). Since picking it up during UPS business hours
was also not an option, I had to call Lenovo and get them to do a
shipper change of address, which UPS says costs $11.

Called Lenovo and said, "I'd like to have it redelivered to the
billing address". The Lenovo agent insisted that UPS would already
have returned it, so I was happy to know about the 5-day hold. Again
the agent put me on hold, came back and said "it's all taken care of".
I managed to get him to wait and confirm what he used as a new
shipping address. And they still haven't charged me for the redirect,
so I assume they won't.

It all turned out well in the end but that bit about requiring a
signature, and not an InfoNotice signature, would have been good to
know when ordering it.
