Hello, This usually occurs when a process (program, service, driver and so forth) refuses to shut down upon receipt of a termination notification from the operating system. You did not mention which version of Microsoft Windows you are running, but you might want to review any updates you have installed in the past week or so, taking special care to examine programs which run in the background (perhaps something which checks updates, or is meant to always be available).
Malicious software such as Trojan horses, worms and viruses can also cause this to occur, however, I would try to rule out programs which unintentionally prevent the computer from shutting down before investigating those which intentionally misbehave. Regards, Aryeh Goretsky

Using the function keys gets me reliable suspend or hibernate, but no way to properly shut down Windows.
