ActiveX control has probably been disabled in Internet Options.

This article suggests to enable ActiveX for Internet sites. I have it
enabled for Intranet & Trusted sites. Set to "Prompt" for Internet.

I can't find any Security Center setting related to Administrative Tools,
only to internet stuff.   Can anyone tell me what is happening and
what is the fix?   MS help not helpful, points only to internet stuff
