Folks have to have the Jira "Contributor" or "Committer" role before they can be assigned issues. The best practice is, as soon as you see someone attach their first patch, to make them a contributor in Jira and assign the issue to them.
Only Jira project administrators can change project roles. The Jira administrators for Thrift are David Reiss, Kevin Clark, Mark Slee and myself. If you like, you can make more committers into administrators to better spread this duty around.
