Add python26 support to thrift.spec

The current spec file has support for building python libraries, however, there
may be multiple versions of python installed. Adding an explicit python26
target will be useful in my environment.
Additionally, I was not able to actually build with this spec file without
making a few changes. Building now supports the --with command-line flag.
