Perhaps not, but you have to start somewhere. Can you think of an implementation that works well and is scalable that can be implemented entirely in user-space and doesn't require some special support or feature from the OS? If not, then maybe it needs to be abstracted into a user-space and kernel-space portion, and we'll just have to find ways to get support working for different OSes under that user-space abstraction.
