Did that, from 60 seconds to 120 seconds. I will on occasion get a
message to download, but most of the time I still get timeouts.

FYI, I have a 5 MBit connection to the net and generally do not have
speed problems.

I am uncertain which log files are pertinent, but here are some
samples that look suggestive:

Hotmail Log - .... .txt

(I am running WinXP)

The "Hotmail Log" file also has a bunch of Javascript and HTML, does
that make sense? Some of the HTML content seems to include text from
emails that I might have received or sent months ago, but nothing
current.

PopServerLog.... .txt has a series of "notify - restored live
connection" messages:
