I found that the settings recommended by M$ didnt work with Thunderbird. Try smtp.live.com on port 25 with TLS (SSL works on POP3 side but only TLS worked on SMTP side).
Other people have noticed that port 25 causes problems too - though not in my case. I hope this helps.
