I too have not been able to download new messages from hotmail - msn.com since July 27. No error message - just "There are no new messages ~ No messages to download" The msn account is a premium account that is about to revert to a standard account. I see the new MSN web pages. Windows Live has been set to go to Inbox on start. TB 3.1.1 Webmail 1.3.8 HotMail 1-2-29b6 Single session logs are attached - they have been sanitized to remove username and password. NOT - see last sentence. Hope this information will help you in this rapidly evolving matter.
