Hotmail.com downloaded message not being deleted or marked as read

I am having trouble with my hotmail account not deleting or marking
downloaded messages as read. Every time I download mail all the
messages, old and new, are downloaded. I have tried all the posted
remedies but none seem to matter. Can someone help me figure this out?
