Seems to be a yahoo issue for free email accounts in USA.

Tested with 2 email accounts, one free (non-pop USA), and one free (pop Canada), using using webmail & yahoo stmp for both. Only the Canada account sent embedded image mail correctly, using both webmail and yahoo stmp.
The USA account failed with both web-mail & yahoo stmp.

The USA can be switched to another free POP country by changing the language in account settings, then selecting POP settings in mail options. Hint, once POP has been set, the language can be changed back, although the POP settings will no longer be active in the mail options, you will continue to have pop access.
