The function had been temporarily removed in a development version of PHP,
but is here to stay for the foreseeable future, so the
{{{function_exists('get_magic_quotes_gpc')}}} calls in
{{{AgaviWebRequest}}} and {{{AgaviWebRouting}}} are redundant.
