I discussed with Marshall the remote telco application.

Marshall admits to being the one who introduced this application
to our list, and explained it as follows.

There are legacy networks with PRCs delivering time to various applications.

Since PRCs are expensive to obtain and maintain,
it would be useful to emulate a PRC by distributing timing information
over a packet network to the needed location.
Thereafter, the pseudo-PRC would distribute timing over the legacy network
to the end applications needing it.

Unlike the other cases which we considered,
th remote telco application does not directly consider the actual needs of
the end user, but rather the operating expenses of the service provider.
If we can obtain PRC level of accuracy and stability,
then the end applications will certainly be satisfied,
since they are satisfied with the present service based on a real PRC.

This scenario may often be overkill, as the end applications
may actually require much lower stability and accuracy than provided by a PRC.
For this reason, although he believes it to be a useful case,
Marshall is amenable to removing it from the requirements draft.
