As far as I know - you can't make easily links which automatically
initiate a download - but a link would open a file in a new browser
window or tab. But it also depends on the file type. Zipped files, for
example, would be downloaded, but pictures, pdf, html etc. shown.

Of course, it still is always possible to right-click a link and
choose 'save as':

A link to some http directory is as easy as writing:

http://www.whereever.com/filename.htm

And you can prettyfy it by giving it a label this way:

[[download|http://www.whereever.com/filename.zip]]
