I'm afraid that's *not* a minimal test case.
There are 207 tiddlers in that document, 84 of which are plugins
(including Danish translation), along with extensive customization of
the layout.
Having said that, it appears all you need to do is upgrade; TiddlyWiki
version 2.4.3 is required for this to work:
