I think the problem is not the plugin but the desired usage . . .

What this plugin does, is if you rename a tag, it prompts you to
rename the tag in all tagged tiddlers
I.E. if you edit the tiddler myTag and rename it, all tiddler tagged
myTag will still be tagged myTag, this plugin prompts you to change
them.

If you are looking for a click option to rename I have a hack . . .
(through MPTW miniTag)
