That is a really wonderful use case for TiddlyWiki. As a repository for CSS, TiddlyWiki would be terrific because not only can you store the CSS and whatever metadata / descriptions / filtering / tags (all the goodness of TiddlyWiki), you can also display the CSS in action. Even have side-by-each examples of "with the CSS" and "without the CSS".
