Mike, can I interpret your comment to mean that you downloaded the Dropbox file above to your machine and did not observe the delayed activation of the setting using Firefox 3.5? I don't think it is a TW plugin interaction because the file above is *completely empty* except for ToggleScrollingSidebars and the GettingStarted tiddler.
