As for a Turkish translation:
please have a look at http://trac.tiddlywiki.org/wiki/Translations on
how to proceed.
Apparently there has been a Turkish translation once, by someone named
Kıvılcım Hindistan; may be you can Google this person to find out if
he still has that translation-data available. Could be a good start.
