Hmmm... It seems that Chrome doesn't like the extended permalink "section reference" syntax (defined by SectionLinksPlugin). If you omit the "##sectionname" it will open the tiddler (TestTiddler) as normal, but if you add the extra "##sectionname" syntax, Chrome ignores the permalink entirely!
