I wonder if this would work for you: http://axs.tiddlyspot.com/#TagglyTagButtonPlugin. I made it a while ago for myself for easy menu auto-generation. I use it in my book TW* for the table of contents; click on "contents" to see an example of this.
I just added support for 'excludeLists.' Note that this code modifies the core <<tag >> macro. If there is interest, I could rewrite it to be a stand-alone macro.
