Simply - Tiddlers are saved inside the HTML file you opened. Tiddlywiki when not using an online solution is a single file containing your data (the Tiddlers) and all the code to make it work like a website. When you close all (in case you have some open) and select save changes your tiddlers are all saved in the single file.
