Have you seen TiddlySpace? It allows many people to have TWs online, work on TWs together, share tiddlers between TWs and many other things. There is a freely available service located at http://tiddlyspace.com and if you think it would match your requirements then you could install and run your own instance on your own server giving you greater control and flexibility.
