Hi Captain Packers

As Danielo says, "0.0.0.0" is a special IP address meaning "all IP
addresses on this machine". "127.0.0.1" is a special IP address meaning
"loopback on the same IP address".

The full command to serve a wiki on 0.0.0.0 with a username and password is:

--server 8080 $:/core/save/all text/plain text/html MyUserName passw0rd
0.0.0.0
