Possibly the latter. But maybe there is a usecase where we would want buttons with links inside. Not sure what's supposed to happen in this case: both events? ...e.g. "scroll to tiddler" and perform click action(s)? So, the safer place to fix the issue probably is modifying the tabs macro.
