Actually, while this is true for browsers, it is worth to mention that TiddlyDesktop does not have that restriction and would be able to access the full path of the file. However I don't think it is currently implemented :D.
Another solution would be to to use the node version of TW and have the node saver externalise the images by saving them separately and adding a _canonical_uri_ (which then would have to be served by the node server).
