The work to convert libtiff documentation so it is in Sphinx RST
format (and thus producing modern HTML) is great news!
When I was cutting releases, creating and formatting the HTML files
for the release notes was the most time consuming part and the biggest
impediment. It was the single biggest reason not to produce a new
release since the rest of the work is pretty easy. Anything which
makes this step easier helps.
I have a script (based on 'sed' but could be converted to Perl or
Python) to convert from GNU ChangeLog format to RST format if it will
be helpful to the effort.
