When I saw the subject line, I thought this was going to be a complaint by Debian that they had to either drop the docs or move tiff to non-free. (I don't mean that to sound anti-Debian -- I really respect their commitment to ensuring that all bits are Free.) Therefore, I think it is best to remove any content without a clear Free Software license, and if removing it doesn't actually hurt, there's no reason to refrain from removal. There is a small sense of loss of history/tradition, and maybe somebody who knows where these came from will speak up.
