strip-chopping was noticed to be erroneously disabled by default in
CMake builds, contrary to autoconf builds, and this was fixed in 4.4.0

Perhaps the libtiff strip-chopping feature is enabled in one build but
not the other?
The strip-chopping feature makes the strips smaller and more easily
consumed, with less buffering.
