Kemp,

Anybody is free to set up a web mirror of the libtiff web pages. You have
been a member of the tiff community for a long time so I am sure that you
are trustworthy. It is pretty easy to set up a mirror since the formatted
libtiff web pages are available at Gitlab and in the libtiff release
tarballs. I can not currently access my servers due to the network issues,
but I recall that I have a nightly cron job set up which transfers any
updates to the formatted documentation. When I am home, I can find the
cron script and share it with you.

However, it would be a *major* win if someone could acquire the domain for
the hijacked libtiff DOT org site (which is still the #1 first hit for any
search for libtiff) and donate it to (or operate it for) the project. The
continued existence of this old web site for libtiff 3.6.1 is very
disruptive. The site is registered at GoDaddy. There is likely a way to
put in an offer to purchase the domain.
