There was a discussion about that in 2021 about that in https://gitlab.com/libtiff/libtiff/-/merge_requests/193 and https://gitlab.com/libtiff/libtiff/-/merge_requests/196, and I see they are also absent from being installed with autoconf builds. They are considered as being only useful for internal libtiff testing.

I've just edited the release notes per https://gitlab.com/libtiff/libtiff/-/merge_requests/659 to clarify they are not intended to be installed

I'm late to the game of testing, but with Visual Studio 2022, I notice that 2 of the tools are not 'installed' through CMake into the install location (instead, "rgb2ycbcr.exe" and "thumbnail.exe" remain in the /build/tools/ folder only).  Likely this is just for my packaging MS4W notes, and does not impact the release, but, it's useful for packagers to note this anyway.

I am +1 on the release.
