Yes, feature detection and feature activation are different settings. -Djbig=FALSE is going to be honored, even if libjbig is found.

Cf

$ cmake .. | grep -i jbig
--   ISO JBIG support:                   Requested:ON Availability:TRUE Support:TRUE

$ cmake .. -Djbig=FALSE  | grep -i jbig
--   ISO JBIG support:                   Requested:FALSE Availability:TRUE Support:FALSE
