Perhaps we should specify what low and high means a little more
clearly. Like that fact that this controls lossless compression, so
it's primarily a tradeoff between CPU time and bandwidth.

And should we reserve these settings to only Tight or encourage others
to use it? I think this can be used more broadly, but I think we need
to be more verbose in its description for that.

And I also think this should just be a hint to the server, not a
requirement. Since we do not specify exactly what the levels mean, I
don't see how it can be anything other than a hint.

Either way, I think these things should be mentioned.
