I'll have to confess to having a Homer Simpson moment on this one.  You are 
correct as to the behavior and I was incorrect.  What I was doing was using 
switchdesk from the user account 'Mike' and NOT from root.  Once I ran 
switchdesk from root, then the .Xclients and .Xclients-default files were 
created and everything works now correctly for root.  I'll restate that I like 
the way you can now easily control a desktop for local and remote use via VNC.  

I am still getting the error below however:

I'm not sure if I understand the problem.  You are correct that there is
no .Xclients or .Xclients-default in /root by default, but the default
xstartup will still work.  It will simply load the default window
manager (Gnome.)  If you run switchdesk, then .Xclients and
.Xclients-default are created, allowing you to select KDE or ICE WM.  I
just tried this, and it works fine for me.
