Fix For: 0.1-incubator
RAT (http://code.google.com/p/arat/) points out the following files without a
proper license header:
src/main/java/org/apache/tika/metadata/package.html
src/main/resources/tika-config.xml
src/site/SITE-README.txt
src/test/resources/log4j/log4j.properties
Note that RAT also flags some of our test documents, but AFAIK they don't need
license headers.
