That's only a workaround. When building packages, system libraries must be
used, otherwise it's impossible to have proper patch management. Using local
copies is only a workaround for extreme cases.
If pretty sure there is a FMT_VERSION or something similar, so a #if
FMT_VERSION > 12 check should allow code to work with both. OTOH the suggested
fix I've seen probably would work also for < 12. Don't remember what it was
thought.
