I am hoping this message is close enough to on-topic for this list. I'm
osm user gdt, mapping since 2009, and do packaging (pkgsrc) for geo
things.

My state's GIS agency "MassGIS" just released spring 2025 15cm imagery,
available as WMTS/TMS. This is available license-wise for OSM mapping
and general use, and it's correctly georeferenced.

  https://www.mass.gov/info-details/massgis-data-2025-aerial-imagery

This works fine in leaflet and qgis, but josm objects because the
Content-Type is application/octet-stream instead of image/jpeg.

The WTMS link is

https://tiles.arcgis.com/tiles/hGdibHYSPO59RG1h/arcgis/rest/services/Massachusetts_Aerial_Imagery_2025/MapServer

and I see "format: mixed". In the WMTS XML I see

  ResourceURL format="image/jpgpng" resourceType="tile"
template="https://tiles.arcgis.com/tiles/hGdibHYSPO59RG1h/arcgis/rest/services/Massachusetts_Aerial_Imagery_2025/MapServer/WMTS/tile/1.0.0/Massachusetts_Aerial_Imagery_2025/{Style}/{TileMatrixSet}/{TileMatrix}/{TileRow}/{TileCol}"/

and "image/jpgpng" is suspicious.

MassGIS tells me that the 2023 and 2025 imagery (both fail in josm) use

  esriMapCacheStorageModeCompactV2

In qgis 3.44.9 I added it via the WMTS link, connect, select and add.
It works.

In leaflet, I can add this layer via

https://tiles.arcgis.com/tiles/hGdibHYSPO59RG1h/arcgis/rest/services/Massachusetts_Aerial_Imagery_2025/MapServer/tile/{z}/{y}/{x}

so simply as TMS, ignoring the WMTS metadata. It works fine.

My questions are:

  Is it compliant with WMTS/TMS to have a Content-Type of
  application/octet-stream instead of the correct MIME type? (I've
  tried to find and read specs but am feeling like I have not succeeded
  in getting an answer I believe.)

  Is josm an outlier here?

  Has anyone seen this, and is there some known fix on the ESRI side?

  Is there a Free Software tile proxy that can be easily configured to
  label tiles with the right mime type?

  What are the answers to the questions I should have asked instead?

Thanks,
Greg
