Fixes 17 typos in comments in `src/` and `flex-config/`, plus one error message in `scripts/osm2pgsql-test-style`: "Substition ... are not supported" (3×) becomes "Substitutions ... are not supported". No code changes.
Found with `codespell` and a doubled-word search, then checked one by one. Vendored `contrib/` and test data were skipped.
