It really depends on whether we have a small or a large number of tile servers. If we have a large number of tile servers, then it is sufficient for the load server to keep on file the last tile server that had announced a certain tileset; if vandalism needs to be reverted, then the load server can just revert to pointing people to that server instead of the newest, supposedly vandalised server. This works well if the new and the previous server are very likely to be different (because there are many), and works less good if we have an architecture where, say, all London tiles are always hosted on the same server.
