I'm having the same problem with complex tilesets.
When I asked about it one of the responses I got was :

I've tried this once so far but was not sure if it was a complete 
success or not.
After I submitted the form I just  got a blank page, the browser showed 
activity for about 10 min and then stopped but showed no sign of success 
or failure. When I checked the status of the tileset
using the tile browser 
<http://tah.openstreetmap.org/Browse/?x=737&y=1606&z=12&layer=tile>  and 
looking at tiles details it showed as coming from client version 
'website_upload' (after allowing time for the server to process the 
upload) so hopefully it uploaded ok.

Try it and let us know your results.
