Hi: This is not a frequency measuring test. I wonder if there would be doppler on the return signal. The transmit times are based on UTC seconds past the minute. TX 2 seconds, listen 3 seconds, repeat. They didn't say exactly where the transmitter is so the delay between them and your receiver will offset the times.
