An earlier question concerned whether the Thunderbolt could be put into battery backup mode without the -12V supply. The definitive answer is NO!
The Thunderbolt OCXO is controlled via a DAC voltage that can range from -5V to 5V (the standard oscillator control is -5Hz/V. All mine are operating at around 0.35V). The -5V DAC reference depends upon the -12V input supply.
