Lifting the "fins" (heatsink) off the device will completely defeat the purpose of them as the heat needs to conduct from the base of the unit and onto the the heatsink for it to be of any worth. Use of thermal paste will help and lapping both surfaces to a flat mirror surface can help immensely.
