But midnight UTC time on 6 Jan 1980 was exactly the same thing as second 0 in GPS time. Leap seconds, while an evil complication to UTC, don't enter the synchronization point issue at all. It wasn't even Jan 1 when the leap second might have happened... Hence my confusion...
