Your question certainly smacks of a arguement starting TROL line.

Seriously, you really did not give enough information for people to offer
helprful suggestions.

1. Is the 12 volts a battery or line supplied function ?

2. Are you required to be battery operated ?

3. If so what is the expected operating time ?

4. If not then why not use a separate supply with transformer isolation ?

5. What is the required stability for this reference supply ?

6. Why the requirement for having it floating ?

One method would be to use a charge pump DC to DC converter like the ICL7660 or
the Microchip TC7662 (up to 40ma) or the TC962 (80ma).  Then place your 
reference
regulator across the plua 12 volt rail and the ICL7660 negative rail.
