warm water, soap and brush. If not enough, try mild acids, then rinse and dry with isopropilic acid. Something this is simply not enough, if the corrosion reached the inner layers of the PCB there is, IMHO, nothing to do. Even solder resist becomes brittle and detaches from copper if the corrosion comes from beyond. If this is the case I try to get clean copper by gentle brushing, to expose the damaged area. Once I found eroded tracks under an apparently good resist layer.
