Usually timing grade GPS receivers have better PPS outputs than navigation GPS receivers and timing grade receivers support the so called position hold mode that provides a valid PPS output even if only 1 bird is being received. Yes, it is better to implement the PPS synchronization in the digital world: easier to implement very low low pass filters.
