The way the GPS set of gears works, they need a continuous linear time internally. The UTC correction mechanism was added later.

It makes sense to create a unique internal time-scale and adjust to external time-scales later. It's not bad to have their own internal time-scale which one has control over, the key aspect lies in being able to relate it to other time-scales in a known and predictable fashion, if needed.
