Is the WWVB change a done deal? It makes no sense to me to change this
format as most people that carry a cell phone don't need a watch (nor wear
one) anymore, much less a WWVB enabled watch.

Dead meat. I know the recvr way to well and its going to be a serious
pain to figure out. Thats why the d-psk-r if it were to work would
bypass all of that nasty work.
